Implemented Enable PVP on 2nd and 3rd Library floors

It is a little known secret that RU had only its 1st floor PVE'd, while the rest, save for the stairs and boss instances, have been a killing ground around the clock. It saddened me even back in the day when I found out that Trion's Lib was fully PVE.

Bring back PVP where it belongs. Make that bosses/mats/EXP grind even more juicy.

It will not, cuz raids/parties always choose different rooms with mobs or bosses, in most cases it will be small pvp. But as russian player i can't imagine library without pvp

This was also originally PvP for Korean servers. PvP in Lib sounds legit
