Implemented Reduce payment timer delay on all packs

Pretty simple. As it stands, we are paid 22 hours after delivery for packs. Later patches had a much beloved QoL which changed that time to 8 hours.

I'd propose we bring that change.

Yes, I support this suggestion. I honestly don't know why there's any need for a payment delay in the first place.

We've reduced the delay from 22 hours to 8 hours before payment arrives now.
Keep in mind - this affects the interest payment slightly since its based on how long the delay is.
So your numbers will be a TAD bit less (I believe its now 2% interest gained instead of 5%)
